DFS Lab IDEI – Policy Mapping Report

Motivation:

Ensure the DFS Lab IDEI indicators speak directly to the decisions policymakers face—what to prioritize in digital public infrastructure, skills, startup support, and protections.

Methods:

A desk review of 200+ digital strategies and “readiness” policies across a sample of 10 Global South countries, paired with 30+ policy maker interviews, to map concrete policy levers to the IDEI domains.

Results:

An analysis that surfaces the common policy questions, show how IDEI metrics translate into choices (e.g., where to invest, who is excluded, which safeguards are missing), and outline practical use cases for governments, donors, and market builders.
